February 14, 2014. Over 150 self-regulatory organizations in the energy-saving sector are going to become unlawful on October 1, 2014, Head of Energy Efficiency Union Self-Regulatory Organization & Non-Commercial Partnership's Control Committee Mikhail Semenov said at a press conference dedicated to the creation of an investment market for the energy supply sector.

'Under the amendments to the Federal Act FZ-261 On Energy-Saving & Enhancing Energy Efficiency adopted by the Russian Federation Government, any self-regulatory organization operating in this field must have authorized capital of at least 2m RUR starting from October 1, 2014. This is the requirement that only 14 out of 156 such organizations in Russia can currently meet,' the expert explained.

He also added that the amendments also introduced new energy performance certificate requirements.
