First Deputy Governor of Chelyabinsk Region Andrei Kosilov maintains municipalities should invest just as much in fighting unemployment

'Chelyabinsk Region is promoting the idea of switching from consent-based employment policies to those based on actual law. We are going to both encourage and make the regional municipalities invest just as much as we do in fighting unemployment. This is expected to attract millions of rubles worth of investments,’ First Deputy Governor of Chelyabinsk Region Andrei Kosilov announced at an Employment Support and Coordination Committee meeting on June 15, 2007.

'Chelyabinsk Region Government means to accomplish two key tasks for 2007-2010. Firstly, we’ll try to raise the financing meant for providing jobs for adolescents by two times. Secondly, we intend to create more workplaces within the framework of community service programs. We appear to have underestimated the potential our local municipalities can offer in this field. The thing is, cleaning up the streets and entrances, making flower beds and taking care of trees and lawns constitutes a considerable part of community service, and, according to Federal Law 131, these are the city councils who are responsible for this. The regional authorities could help them here, though,’ Mr. Kosilov said.
