10 February 2006 (11:18)
The debts of heat consumers to Generating Company of Chelyabinsk had come up to 300 million RUR by January 1, 2006, the company’s spokesperson said to UrBC representative.
The biggest debtors are represented by the dwelling organizations of Chelyabinsk.According to the company’s spokesperson, the company has faced a number of attempts of debt repudiation, for example, via bankruptcy, restructuring the business and transferring the dwellings to another enterprise.
Thus, a debt of 16 million RUR is pending after one of the local Municipal Unitary Enterprises went bust; 2 million RUR still have to be paid after Electrometallurg Municipal Unitary Enterprise was liquidated. Some surveillance procedures were imposed on Stankostroy Municipal Unitary Enterprise in October 2005 (it owes the generating company 29.5 million RUR). Stankostroy reported that it was going to annul their agreement as their housing had been transferred to the newly created managing companies. Yet these companies never signed any heating contracts with the Generating Company of Chelyabinsk.
Truboprokatchik Municipal Unitary Enterprise that owes the company over 14 million RUR reported the transfer of housing as well.
To make matters worse, the new managing companies end up creating more debts: Alternativa Ltd. owes the Generating Company of Chelyabinsk 6 million RUR, the debt of Sozvezdiye Ltd. comes to 3.5 million RUR.
