October 10, 2012. The machinery at OAO Kamensk-Uralsky Non-Ferrous Metals Processing Plant has been halted, Sverdlovsk Region division of the State Labor Inspectorate reports.

It was detected through an inspection that the recent victim of an industrial accident who worked with the sheet metal shears (a part of the smelting department’s cathode copper-cutting production line) had been using faulty equipment. What is more, he underwent no training and no certification procedures.

This constituted a violation of Article 189 of the Russian Federation Labor Code, of GOST 12.2.003-91 on The General Safety Requirements for Industrial Equipment (paragraphs 1.1 and 1.5), of Appendix 1 to the Technical Regulations on Machine and Equipment Safety No 753 dated September 15, 2009, of POT RM 006-97 on the Inter-industrial Rules for Cold Metal Working (paragraph 6.1.7), and of the Assembly & Maintenance Manual for Cathode Copper Cutting IE 313711026 (paragraph 10.6).
