Institute of Metal Physics Violates Government Orders Law

The public prosecution authorities of Yekaterinburg’s Kirovsky District detected some violations of the federal legislation at Institute of Metal Physics of the Ural Division of the Russian Academy of Sciences.

The authorities looked in the organization’s compliance with the Federal Law 94-FZ On Placing Government and Municipal Orders for Goods Shipments, Execution of Work, and Rendering of Services and at its compliance with the law on the legitimacy and efficiency of federal property management and making sure these assets are kept safe and used properly.

The investigation revealed that the institute did not submit the data on government purchases to the unified state purchase register, which violated the public character and transparency requirements for order-placing (intended to prevent corruption abuses and to ensure the general public and the economic relations players know about the orders).

The public prosecution authorities also determined that the institute took no sufficient measures to make the newly built structures legitimate: the necessary documentation was not drawn up in time, the property or the ownership rights over this property were not registered.
