Sverdlovsk Region: 70,000 Locals Can’t Leave Country Due to Debt

UrBC, Yekaterinburg, July 20, 2018. Sverdlovsk Region’s court officers issued 71,440 warrants this year so far that impose a temporary ban to leave the country on locals with unpaid debts. Their accumulated debt exceeds RUR 58bn, Sverdlovsk Region division of Russia’s Federal Service of Court Officers’ press service reports.

Among the debtors are 9,541 people with unpaid child support (total amount: RUR 1.8bn). Over 2,700 people have unpaid housing bills (total amount: over RUR 99m). 3,937 people have unpaid traffic fines (total amount: RUR 120m). 1,814 people also owe RUR 234m in taxes and won’t be able to leave the country, either. Finally, the ban applies to 21,703 locals who have failed to make their loan repayments (total amount: more than RUR 12bn).

The temporary travel bans only get imposed on debtors who owe more than RUR 30,000 to their creditors/the state and who failed to pay within five days of the date the warrant had been issued, with no grounds for delay. If, however, the debtor fails to start making repayments within two months of the start of the enforcement proceedings, the lower debt limit goes down to RUR 10,000.
