Sverdlovsk Region’s heat supplier pays 4m RUR in fines

August 21, 2015. STK, one of Sverdlovsk Region’s heating power suppliers, had to pay 4,074,166 RUR in fines for violating fair competition legislation, the Federal Antimonopoly Service’s Sverdlovsk Region division reports.
‘It was determined that STK had violated Article 10 (Part 1) of the competition protection law by unjustifiably pronouncing a heating power meter obsolete before its lifespan was actually over,’ the division says.
The FAS found STK guilty of an administrative offense, with charges based on Article 14.31 (Part 2) of the Russian Federation Administrative Offense Code, and sentenced it to a fine of 4,074,166 RUR on June 30, 2015.
The defendant, in its turn, took the case to Arbitration Court, insisting that all of this be overruled. The 17th Arbitration Court sustained all the rulings pronounced by the FAS and stated there had been a valid ground for administrative prosecution.
