Nearly 400 security violations are detected at EVRAZ NTMK

June 19, 2014. Ural division of the Federal Environmental, Technological, and Nuclear Surveillance Service detected 391 violations of industrial security requirements at EVRAZ NTMK. The violations were all related to operation of hazardous industrial objects, the Service’s press officer reports.
The violations were detected during a scheduled on-site inspection of 18 hazardous objects located at 1 Metallurgov St, Nizhniy Tagil and 1 Engels St, Nizhnyaya Salda.

For one, the enterprise did not have a provision on the industrial safety management system; nor did it design an action plan for localizing and neutralizing the consequences of accidents at the company’s hazardous industrial objects. Not all the hazardous industrial objects had been actually identified, no secure electric power supply was provided for the first-priority consumers within the enterprise; as a result, there were prolonged equipment stoppages at the converter, wheel, rail-and-beam, and heavy mill departments.

Following the inspection, EVRAZ NTMK had to face administrative liability (a total of 245,000 RUR worth of fines) in accordance with Article 9.1 (Part 1), Article 9.2, and Article 9.11 of the Russian Federation Administrative Offense Code. Two administrative offense protocols were written regarding a forced halt in the production process; these were transferred to Nizhniy Tagil’s Tagilstroyevsky Court and Nizhnyaya Salda Municipal Court for consideration.

The company’s administration members also had to face administrative liability and pay a total of 340,000 RUR worth of fines.
