Igor Shuvalov Asks Ministries to Draw Up Proposals on VSM-1, VSM-2

Russia’s First Vice Premier Igor Shuvalov asked the Economic Development, the Transport, and the Finance Ministries to consider and to forward him some coordinated proposals on the construction of high-speed railway lines in Russia and of Trans-Eurasian Container Railway Line, Prime refers to his letter as stating.

According to this letter, the ministries’ proposals must be drawn up on the basis of the earlier requests and ‘as soon as possible’, and a report must also be prepared for the Russian Federation President.

Shuvalov issued his requests after receiving a letter from President of Russian Railways Vladimir Yakunin and President of Tatarstan Rustam Minnikhanov, which dwells upon the need to build high-speed railway links (VSMs) in Russia as well as to build Trans-Eurasian Container Railway Line. The letter, signed by Yakunin and Minnikhanov, points out that Russian President Vladimir Putin said at a railway transportation development meeting in April that a long-term project on investments in Russian Railways in 2012-2020 should be coordinated with the Economic Development, the Transport, and the Finance Ministries. The project should have the development of the Eastern range as its priority. Putin also asked for the implementation of plans on the development of high-speed passenger railway lines.

The paper states that, over the last three years, the VSM-1 Project (a high-speed link connecting Moscow and Saint Petersburg) was thoroughly worked through, with the current macroeconomic situation and financial market opportunities taken into account. The link is expected to come to 659km in length, the trip will take 2.5 hours, the speed of the trains will reach up to 400 km per hour; the project would cost 1.047 trillion RUR to complete, and the socioeconomic effect is estimated at 2.246 trillion RUR.

According to the letter, an implementation scheme for the project has already been designed; it is based on the principles of state-private partnership and has been coordinated by the federal executive bodies at an inter-departmental work team meeting.
